As long as you go before 9 p.m. you should definitely check out Le Colonial.  They have a lounge upstairs that is perfect for a date.  You can order appetizers and it's very loungy.

I don't know what area you are looking at...but Hotel Cafe in Hollywood usually has good music and a good bar.  You can go earlier for dinner as well.  El Carmen on 3rd st. in west hollywood has a cool atmosphere...enjoy the margaritas and lighter mexican fare (no music though).

In los Feliz there is a new Wine-Bar called Vinoteca.
Its my local place, its very nice. Can be crowded, but is really nice, good wine and food.

Daddy's Lounge in Hollywood is nice.  4100 Bar in Silver Lake is good if you go early--later it gets loud.  Bar 107 downtown is very kitschy and cool.  If you want good wine, try the bar at Cafe Stella in Silver Lake.  Broadway Bar downtown isn't cheap, but it has a great atmosphere and the bartenders are cool.  I'm told Saints & Sinners, a new place on Venice Blvd. near Overland, is cool.  Just opened two weeks ago.

Still can't go wrong with the rooftop bar at the Standard Hotel in downtown as long as you go on a weeknight. You can hang out by the pool, or grab one of the plush couches while the DJ spins some chill music. Also, on a weeknight you could try Sky Bar on Sunset, which has a similar concept as the Standard with queen size beds as tables. Have fun!

friends of mine and I hit the Ritz Carleton Bar in Pasadena. We all agreed that it would be a cool place for a date. Fridays and Saturdays they have Jazz and Blues, for no cover. You give the impression to your date that you hang out at swank old school places but its all rather cheap (except for the drinks of course). Parking is 5bucks.
